一、學(xué)術(shù)交流會簡介
蘇州大學(xué)2019年東吳海外高層次人才學(xué)術(shù)交流會擬定于12月26日至12月28日召開。本次學(xué)術(shù)交流會旨在集聚海外不同學(xué)術(shù)背景的高層次人才，就國際前沿科技及研究熱點展開探討，攜手探索科學(xué)前沿，共攀學(xué)術(shù)高峰。
二、邀請對象
1、發(fā)達國家外籍院士，年齡一般不超過65歲，一事一議；
2、在海外高水平大學(xué)、研究機構(gòu)擔(dān)任副教授及以上職務(wù)的高層次人才，年齡一般不超過55歲;
3、在海外高水平大學(xué)、研究機構(gòu)擔(dān)任助理教授的高層次人才，年齡一般不超過40歲。
三、人才待遇
學(xué)校對于達到“卓越人才”、“杰出人才”層次的高層次人才提供協(xié)議年薪、安家補貼、學(xué)術(shù)啟動經(jīng)費，以及必要的辦公條件和場所。有關(guān)待遇如下：
（一） “卓越人才”崗位及待遇
1、崗位：特聘教授、博士生導(dǎo)師。
2、薪酬：60-120萬元+論文、項目獎勵，上不封頂。
3、安家補貼：300-700萬（含地方政府配套補貼）。提供全裝修的過渡性人才公寓，拎包入住。
4、學(xué)術(shù)啟動經(jīng)費：人文社會科學(xué)50-100萬，非實驗理科100-200萬元，實驗理、工、醫(yī)科300-500萬元?？筛鶕?jù)需要另行提供大型儀器設(shè)備費。
（二）“杰出人才”崗位及待遇
1、崗位：特聘教授、博士生導(dǎo)師。
2、薪酬：35-60萬元+論文、項目獎勵，上不封頂。
3、安家補貼：200-475萬（含地方政府配套補貼）。提供全裝修的過渡性人才公寓，拎包入住。
4、學(xué)術(shù)啟動經(jīng)費：人文社會科學(xué)50萬，非實驗理科60-80萬元，實驗理、工、醫(yī)科80-200萬元?？筛鶕?jù)需要另行提供大型儀器設(shè)備費。
（三）支持措施
1、優(yōu)先推薦申報江蘇省“雙創(chuàng)計劃”，對入選的雙創(chuàng)人才，三年內(nèi)省級財政給予總共300萬元、100萬元或50萬元的創(chuàng)新創(chuàng)業(yè)資金資助；對入選的雙創(chuàng)團隊，三年內(nèi)省級財政給予總共300-800萬元的人才經(jīng)費資助。
2、優(yōu)先推薦申報“江蘇特聘教授”，如入選，聘期三年內(nèi)，省級財政給予每人每年12萬元的崗位津貼（免征個人所得稅），對自然科學(xué)類、人文社會科學(xué)類分別提供100萬元（特別優(yōu)秀的提供200萬元）、50萬元的科研經(jīng)費。
3、優(yōu)先推薦申報蘇州市“姑蘇創(chuàng)新創(chuàng)業(yè)領(lǐng)軍人才”，蘇州工業(yè)園區(qū)“金雞湖雙百”計劃，蘇州工業(yè)園區(qū)“高層次人才集聚工程”等人才項目。
4、其他：充足的辦公實驗室用房，支持組建科研團隊，博、碩士招生指標予以政策性傾斜，協(xié)助解決配偶工作及子女入學(xué)，提供附屬醫(yī)院便捷就醫(yī)條件。

六、交通食宿
受邀學(xué)者收到正式邀請函后自訂機票或車票，我校按經(jīng)濟艙的標準予以實報實銷往返機票（報銷的最高限額如下：歐美等地2萬元/人，亞洲國家1.5萬元/人、國內(nèi)（含港澳臺）0.6萬元/人），學(xué)術(shù)交流會期間食宿由學(xué)校統(tǒng)一安排。

Invitation to 2019 Soochow University Forum for Overseas High-level Talents
Located in the historic and cultural city of Suzhou and founded in 1900, Soochow University is a Key National “Project 211” university, and is one of the first institutions selected for “Plan 2011” in China. It is listed into “Double First-Class” Initiative jointly built by the Ministry of Education and Jiangsu Provincial People’s Government. It is also a provincial key comprehensive university sponsored by the State Administration of Science, Technology and Industry for National Defence and Jiangsu Provincial People’s Government. In 2019, it was ranked 48th globally and 10th domestically in the Nature Index, and the 15th domestically in the Times Higher Education (THE) World University Ranking. Currently, eleven of its disciplines -- Chemistry, Physics, Materials Science, Clinical Medicine, Engineering, Pharmacy and Toxicology, Biology and Biological Chemistry, Neurology and Behavioral Science, Molecular Biology and Genetics, Immunology, Mathematics -- are ranked in the top 1% of the Thomson Reuters Essential Science Indicators (ESI) ranking. Chemistry and Materials Science are ranked in the top 1‰.
Nowadays, with an active spirit, an open mind and an international horizon, all the faculty of Soochow University are sparing no effort in building up a world-renowned research-oriented university. We hereby invite international scholars to the 2019 Soochow University Forum for Overseas High-level Talents.
I. About the Forum
The 2019 Forum will commence on December 26th and conclude on December 28th. It aims to gather overseas high-level talents from different academic backgrounds to promote their collaboration, their joint exploration of the frontiers of science, and their progress toward greater academic achievements.
II. Participant Requirements
1. Foreign Member of the Academy of Science in developed countries, under the age of 65 (Tailor-made Income).
2. Associate professor and above at overseas high-level universities or institutions under the age of 55.
3. Assistant professor at overseas high-level universities or institutions under the age of 40.
III. Pay and Benefits
Soochow University provides the following pay and benefits for excellent scholars who are selected for “Outstanding Scholar” and “Excellent Scholar”:
1. “Outstanding Scholar”
1.1 Title: Distinguished Professor and doctoral supervisor;
1.2 Pay: RMB 600,000-1,200,000 annually, plus cash award for papers and projects without limitation;
1.3 Relocation: RMB 3,000,000-7,000,000 (this includes funds provided by the local government); full-decorated short-term accommodation.
1.4 Research Support Funding: RMB 500,000-1,000,000 for scholars in the Humanities and Social Sciences, RMB 1,000,000-2,000,000 for scholars in Non-experimental Sciences, RMB 3,000,000-5,000,000 for those in Experimental Sciences, Engineering and Medicine. Large-scale equipment and apparatus may be provided as needed;
2. “Excellent Scholar”
1.1 Title: Distinguished Professor and doctoral supervisor;
1.2 Pay: RMB 350,000-600,000 annually, plus cash award for papers and projects without limitation;
1.3 Relocation: RMB 2,000,000-4,750,000 (this includes funds provided by the local government); full-decorated short-term accommodation.
1.4 Research Support Funding: RMB 500,000 for scholars in the Humanities and Social Sciences, RMB 600,000-800,000 for scholars in Non-experimental Sciences, RMB 800,000-2,000,000 for those in Experimental Sciences, Engineering and Medicine. Large-scale equipment and apparatus may be provided as needed;
3. Other Support
3.1 Priority recommendations for applying “Innovation and Entrepreneurship program”. Successful individual applicants will be funded with RMB 3,000,000, 1,000,000 or 500,000 within 3 years. Successful group applicants will be funded with RMB 3,000,000~8,000,000 within 3 years.
3.2 Priority recommendations for applying “Distinguished Professor of Jiangsu Province”. Successful candidates will be awarded RMB 120,000 / year (tax free), and a research fund of RMB 1,000,000 (RMB 2,000,000 for excellent ones) and 500,000 for natural sciences and liberal arts respectively.
3.3 Priority recommendations for applying various talent programs in Suzhou.
3.4 Other benefits include: spatial offices and labs, support for establishing research groups, priority for recruiting students, job and school recommendations for spouse and offspring and convenient medical care.
IV. Timeline
Applications are from Oct. 16th to Nov. 20th, 2019.
Invitations will be issued from Nov. 25th to Dec. 5th, 2019.
The Forum takes place Dec. 26th – Dec 28th, 2019

VI. Travel and Accommodation
Invited scholars will be reimbursed for their actual round-trip economy class airfare, up to a maximum of RMB 20,000 per person from Europe and America, RMB 15,000 per person from Asia, and RMB 6,000 per person from China (including China Hong Kong, China Macao and China Taiwan). Soochow University will provide food and accommodation during the Forum.
